The average auto insurance policy in Norfolk costs $195 per month for full coverage and $113 for liability only. Located in the Hampton Roads region of Virginia at the mouth of Chesapeake Bay, Norfolk is home to around 233,000 people, the world’s largest naval base, and the North American headquarters for NATO.[1]

Because it’s on low-lying coastal land, Norfolk is vulnerable to flooding — particularly during periods of heavy rain, hurricanes, and nor’easters.[2] Norfolk’s risks of floods and other severe weather hazards contribute to its higher car insurance rates. Drivers in Norfolk typically pay more for car insurance than the statewide average of $133 per month.

Here’s what you need to know about comparing quotes and finding the best auto policy in Norfolk for your insurance needs.

Quick Facts
  • The overall cost of car insurance in Norfolk is $154 per month.

  • Norfolk drivers pay an average of $2,337 per year for full-coverage insurance.

  • Minimum car insurance requirements in Virginia are changing and increasing in 2024 and 2025.[3]

  • Our editorial team spent more than 350 hours developing the Insurify Quality (IQ) Score and scoring insurance companies. The IQ Score objectively analyzes and calculates a score for insurers using more than 15 crucial criteria. The team weighted criteria by importance to the consumer — factors such as customer reviews and affordability influence the score more than availability and third-party ratings.

We rate each company on a 1 to 10 scale based on five categories: financial ratings, customer satisfaction, affordability, customer support and transparency, and availability. Insurify updates ratings once a year or as more recent information becomes available.

    • Third-party financial ratings: Insurify uses data from AM Best, S&P, Moody’s, and more to compare insurance companies’ credit and ability to pay out future claims.
    • Customer satisfaction: To calculate this score, Insurify analyzed more than 28,000 customer reviews across 155 car insurance companies. We also consider third-party ratings from J.D. Power, the National Association of Insurance Commissioners, and Trustpilot.
    • Affordability: Our data scientists analyzed more than 90 million real-time auto insurance rates from our partners across the U.S., as well as available discounts, to calculate an affordability score.
    • Customer support and transparency: This measures coverage options, ease of claims filing, and the insurer's transparency surrounding discounts, coverages, and claims process.
    • Availability and reach: Insurify scores availability and reach by identifying the number of states in which insurers offer coverage and company size by market share.

It was a negative experience. After 15 years with the company, I was dismissed due to two car accidents on my record, both of which had been previously reported as not my fault. They refused to communicate with me afterwards. I would advise others to consider this before choosing State Farm.

Issues Encountered with USAA

A few years ago, a minor male bicyclist collided with my car, which my wife was driving at the time. She was leaving a large intersection with a green light when the bicyclist, who was riding in a pedestrian lane, appeared from behind a stopped box truck that obscured his approach. The local police department in Belmont, MA, was called and the Traffic Control Officer wrote up the accident report, clearing my wife of any responsibility. I forwarded this report to USAA. However, when I applied for increased motor vehicle insurance coverage about a year later, I was denied. USAA cited the accident with the bicyclist as a chargeable accident against my wife, despite the police report, and they had never informed us about this. I was never able to resolve this issue. Another incident occurred on December 14, 2023. I wired $60,000 to USAA for a 7-month CD and received a receipt acknowledgment. However, on the same day, the deposit was withdrawn without any direct notice to me, except for a normal monthly bank statement reflecting the withdrawal without any explanation in mid-January. It took about 9 days for USAA to resolve the issue and return the $60,000. This was a very stressful 9 days for me, and I never received an apology or explanation. Trying to reach someone with authority through numerous phone calls was literally impossible. It took a two-page business letter with 7 enclosures to get the CEO's right-hand woman to take action and return the $60,000 to my credit union. As for insurance rates, we own, register, and insure two cars that are driven about 10 miles per week on average, sometimes 100 miles on a Saturday to visit our daughter. However, it seems that we do not receive any discount for this.

How to get the cheapest car insurance in Norfolk

You can’t immediately control all the factors that influence car insurance costs, but you can use the following tips to earn cheaper car insurance in Norfolk:

  • Increase your deductible. Your collision and comprehensive deductible is how much you need to pay out of pocket before your insurer kicks in to cover the rest of the claim. Increasing your deductible typically leads to lower premiums.

  • Shop around and compare quotes. Insurance rates can vary considerably between insurers due to each company’s underwriting criteria and methods of risk assessment. Requesting quotes from multiple insurers can help you find the best rates and coverage.

  • Make annual payments. Paying your insurance once a year instead of monthly may qualify you for a “pay-in-full” discount from your insurer. This can be an easy way to save money if you can swing the up-front payment.

Cheapest liability-only car insurance in Norfolk: Auto-Owners

If you cause a car accident, liability insurance helps cover the other driver’s medical expenses and vehicle repairs. It doesn’t cover any of your expenses from the accident, but it does cover legal fees if the other driver sues you.[4]

Though Virginia requires liability insurance for drivers, the minimum limits may not provide sufficient coverage in the event of an accident. Many drivers increase their liability coverage limits to minimize the risk of out-of-pocket expenses after an accident.

Norfolk drivers pay an average of $113 per month for liability coverage, but here are some of the cheapest options for liability-only car insurance in the city.

Cheapest full-coverage car insurance in Norfolk: Auto-Owners

Full-coverage insurance refers to an auto policy that includes comprehensive coverage, collision coverage, and liability insurance. This policy type extends protection to your vehicle following a car accident or non-collision incident.

Unlike liability insurance, full coverage is generally optional. But if you finance or lease a vehicle, the lender will probably require you to carry a full-coverage policy.

Norfolk drivers pay an average of $195 per month for full coverage. Here are some of the cheapest full-coverage auto insurance options in Norfolk.

Car insurance requirements in Virginia

Virginia drivers used to be able to pay a $500 uninsured motorist fee instead of carrying coverage, but starting July 1, 2024, you need to buy a minimum amount of liability coverage.

The minimum limits for liability coverage will increase for policies that start in 2025. You can see the current and future requirements below.[3]

CoverageCurrent RequirementsPolicies Effective on or After Jan. 1, 2025
Bodily injury liability$30,000 per person / $60,000 per accident$50,000 per person / $100,000 per accident
Property damage liability$20,000 per accident$25,000 per accident

In addition to the state’s minimum coverage, you should consider the following coverage options for more vehicle protection:

    Collision coverage

If a collision causes damage to your vehicle, collision insurance helps pay repair or replacement costs. It applies regardless of who caused the accident, or whether you collide with another vehicle or a stationary object like a tree or light pole. Collision also covers rollover accidents and damage from hitting a pothole.

  • illustration card https://a.storyblok.com/f/162273/x/665da91bf7/comprehensive-coverage.svg

    Comprehensive coverage

Comprehensive insurance kicks in to cover your vehicle damage following a non-collision incident, including severe weather, theft, vandalism, fire, cracked windshields, or falling objects.

    Gap coverage

If someone steals your car or you total your vehicle, gap insurance pays the difference between your vehicle’s value and the amount you owe on your loan or lease.

    Roadside assistance coverage

Roadside assistance coverage provides various services to drivers who get stranded on the road. Common services include tows, fuel delivery, jump-starts, and flat-tire assistance.

    Accident forgiveness

If you buy accident forgiveness coverage before getting into an accident, your insurer won't increase your rates when it's time to renew your policy. Insurify data shows that an at-fault accident can increase car insurance rates by 26% or more.

Virginia Automobile Insurance Plan

The Virginia Automobile Insurance Plan (VAIP) helps provide car insurance to high-risk drivers who have struggled to buy coverage on the regular car insurance market.

Eligibility for VAIP requires a valid Virginia driver’s license and a vehicle registered in the state. These plans tend to cost more than private insurance plans, so drivers typically turn here as a last option.

Cheapest car insurance for drivers with an incident

Having driving incidents on your record — such as at-fault accidents, speeding tickets, and driving under the influence (DUI) charges — can increase your car insurance costs. Drivers in Norfolk with an incident on their record pay $201 per month, on average.

Incidents on your record can signal to an insurer that you pose a greater risk to insure, so they may adjust your premium accordingly. The severity and frequency of your incidents can also affect your premium for several years.

Cheapest car insurance for drivers with a DUI: Auto-Owners

In 2021, 6,749 alcohol-related car accidents in Virginia resulted in 4,224 injuries and 247 fatalities.[6] Penalties for a first DUI in Virginia include a one-year license revocation and a fine of at least $250. Additional offenses have harsher penalties.[7]

Due to the severity of the offense, insurers may choose not to renew coverage for someone with a DUI, or they charge much higher rates. They may even cancel your policy mid-term, based on the severity of the DUI. On average, Norfolk drivers with a past DUI pay $251 per month.

Cheapest car insurance for seniors: Auto-Owners

Age is a major factor insurers look at when determining car insurance rates. Drivers between the ages of 25 and 70 tend to benefit from decreasing rates due to years of experience behind the wheel. Insurers may offer a discount to drivers older than 55 if they successfully complete a defensive driving course approved by the DMV. Ask your insurance agent for more information.

Drivers older than 70 might start to face slightly increased rates due to an increased risk of accidents. On average, senior drivers in Norfolk pay $113 per month for car insurance.

Cheapest car insurance for teens: Auto-Owners

Teen drivers have the highest crash risk of any age group, according to the Centers for Disease Control and Prevention (CDC).[8] This, along with a lack of driving experience, contributes to insurers charging higher car insurance rates. Insurance companies can’t deny teens coverage solely based on their age, but they can charge higher premiums.

Norfolk teenagers pay $275 per month for car insurance, on average. Your teen can earn cheaper insurance in Norfolk by maintaining good grades to qualify for a good student discount, joining your existing auto insurance plan, and avoiding driving at night. Legally, teens younger than 18 can't buy their own car insurance policy unless they have written consent from a parent or guardian.

Here are some of the cheapest monthly quotes for Norfolk teens covered under their own policies.

Methodology

Insurify data scientists analyzed more than 90 million quotes served to car insurance applicants in Insurify’s proprietary database to calculate the premium averages displayed on this page. These premiums are real quotes that come directly from Insurify’s 50+ partner insurance companies in all 50 states and Washington, D.C. Quote averages represent the median price for a quote across the given coverage level, driver subset, and geographic area.

Unless otherwise specified, quoted rates reflect the average cost for drivers between 20 and 70 years old with a clean driving record and average or better credit (a credit score of 600 or higher).

Liability-only premium averages correspond to policies with the following coverage limits:

  • Bodily injury limits between state-minimum rates and $50,000 per person, $100,000 per accident
  • Property damage limits between $10,000 and $50,000
  • No additional coverage
Full-coverage premium averages correspond to the same bodily injury and property damage limits in addition to:
  • Comprehensive coverage with a $1,000 deductible
  • Collision coverage with a $1,000 deductible

Quotes for Allstate, Farmers, GEICO, State Farm, and USAA are estimates based on Quadrant Information Services’ database of auto insurance rates.
