If you drive infrequently or only short distances, a pay-per-mile program like Nationwide’s SmartMiles could be a good fit. We chose Nationwide because it’s the most widely available pay-per-mile program and ranks higher than other usage-based insurers, like Metromile and Mile Auto.
Nationwide’s example driver would pay $133 per month for a traditional policy but would pay $95 with SmartMiles, which includes a $60 base rate and $0.07 per-mile rate for 500 miles per month.
Customer reviews are mixed, but it ranks third among large insurers for shopping experience and has a below-average company complaint index, according to J.D. Power and the NAIC, respectively.

Travelers’ competitive rates and student discounts make it a great choice for young drivers. Travelers’ rates for teen drivers aren’t the cheapest out there, but they’re still below the national average for that age group.
Teens can lower their premiums further with good student and driver training discounts, and families with teen drivers attending school more than 100 miles away can qualify for a discount. While some other insurers, like GEICO, offer discounts to military personnel, USAA is the only one that exclusively sells policies to military members. NJM offers insurance products only in Connecticut, Maryland, New Jersey, Ohio, and Pennsylvania, but if you live in one of those states, NJM is a great choice. NJM consistently has some of the lowest rates, according to Insurify data, but that doesn’t mean customers sacrifice quality. Its average monthly rates are a third of the national average. It has a very low NAIC complaint index, excellent customer reviews, and an A+ (Superior) financial strength rating from AM Best.

Why is car insurance so expensive?
The expensive repair costs of high-tech and electric vehicles were largely behind car insurance rate increases in 2024, according to Insurify’s auto insurance report. With severe weather causing more comprehensive coverage claims, auto insurers are also increasingly factoring climate risk into rates.
High vehicle theft rates and state legislation likely also led to higher rates in Maryland, New York, and Washington, D.C., the most expensive states for car insurance, per Insurify data.
Three states had auto insurance increases of 48% to 58% in 2024. Severe climate risks like hailstorms and wildfires were a major factor, but changes in insurance requirements also contributed to the spike. Insurify predicts a much less significant increase for those and other states in 2025.
With many factors influencing premiums, it’s a good idea to compare car insurance quotes to find coverage that fits your needs. Many unique, individual factors also affect your premiums.
For example, having poor credit could mean you pay high premiums because that indicates to insurers you’re more likely to file claims. Improving your credit history, like improving your driving record, is a long-term change that could help lower your car insurance costs.
How much car insurance coverage you need
Every state but New Hampshire requires minimum liability coverage, and even then there are some financial requirements. You need to buy at least your state’s minimum coverage, but if you want more financial protection in the event of an accident or weather damage, you’ll need to purchase more coverage.
If you finance or lease your vehicle like most U.S. drivers, your lender will require full coverage. Drivers with rare or higher-value cars may want additional protection even if they own the car outright because repairs will be more specialized and expensive.

Liability-only coverage
This covers bodily injury and property damage you cause to someone else. Every state but New Hampshire requires some amount of liability coverage.
Full coverage
This typically includes collision and comprehensive coverage in addition to liability insurance. Collision covers damage to your car in an accident, even if you’re at fault, and comprehensive covers damage to your car from non-collision incidents.
Uninsured/underinsured motorist coverage
Uninsured motorist coverage pays for damage from hit-and-run accidents and protects you if the at-fault driver has no coverage. Underinsured motorist coverage protects you if the at-fault driver has too little coverage to pay for your injuries and damages.
Personal injury protection (PIP) coverage

These premiums are real quotes that come directly from Insurify’s 50+ partner insurance companies in all 50 states and Washington, D.C. Quote averages represent the median price for a quote across the given coverage level, driver subset, and geographic area.
Unless otherwise specified, quoted rates reflect the average cost for drivers between 20 and 70 years old with a clean driving record and average or better credit (a credit score of 600 or higher).
Liability-only premium averages correspond to policies with the following coverage limits:
- Bodily injury limits between state-minimum rates and $50,000 per person, $100,000 per accident
- Property damage limits between $10,000 and $50,000
- No additional coverage
- Comprehensive coverage with a $1,000 deductible
- Collision coverage with a $1,000 deductible
